Don, that would put it under fixed assets not deferred charges. This is a deferred expense like prepaid advertising (at best) or some other expenditure that they convinced their accountants had some ongoing benefit into a future accounting period. It IS a real cash expenditure that is NOT for any tangible asset and it WILL be expensed eventually, probably over some relatively short period.
