Aren't we all supposed to tell the truth under oath in this country?

Starr would not be in the position of using Monica had not Clinton used her first, if he did. Starr is trying to establish whether it is Clinton's pattern to lie under oath, which directly affects the ongoing Whitewater investigation. I think this is a valid avenue for the investigation to pursue. Whitewater involved, after all, serious bank fraud felonies with a taxpayer bail-out.
