I agree completely.

We should have a humane way to lock up and treat people who prove they can not be trusted in public to follow the laws including civility and decency.

Yes, these people have mental illnesses, but it is the behavior that matters.

If they want to be "free" then they have to meet with "mental health probation officers" and pee in cups to prove they are taking their prescribed meds and produce attendance sheets that they go to AA, NA, or other counseling sessions or back into custodial care for another longer period until they get another chance.
