If I tell you I'm going to rob a bank and you believe me, at that moment we are involved in a conspiracy to commit a crime which is a crime in and of itself, independent of whether I rob a bank. I'm not a lawyer either, but I really don't think so. Say I call you and say Win95 crashed AGAIN and I'm gonna kill Bill Gates. You know nothing more about anything than you did before I called. This is not evidence, at this point it isn't even hearsay. If I am later arrested on the suspicion of having murdered Bill, then I believe it is your theoretical obligation to inform the law about what you know. Which still isn't much, and isn't provable. Unless you taped the call. You may just have it in for me, after all.
