Janice, re whatever you may think of adultery, it isn't illegal. But adultery is illegal under the Uniform Code of Military Justice, under which members of the U.S. military are subject to. Clinton is Commander in Chief of the Armed Forces.

I doubt whether it's actually "illegal" in the commonly understood sense of the word. It evidently exposes the adulterer to court martial proceedings. But the idea of court-martialling the president is a bit of a stretch.

And in any case, for the armed forces as well, it's an absurd and intrusive rule, and we see the trouble it's caused of late. So an officer had an affair fifteen years ago when he was separated from his wife. Uh-oh, can't be appointed to the joint chiefs of staff. The nation may have lost a good man here. And why? Makes no sense. After all, one separates because one's marriage isn't going well. And they subsequently divorced. Idiotic.
