-- report by VHeadline/VENews c correspondent Patrick J. O'Donoghue --

VHeadline/VENews:Wednesday, January 21, 1998 -- Venezuela's House of Representatives Energy & Mines Committee president, Bernardo Alvarez, wants the Ministry of Mines & Energy (MEM) to explain a mining concession inside the confines of the Imataca Rainforest Reserve, granted to the Gold Reserve Corporation (GLR) subsiduary, Aurifera Brisas del Cuyuni C.A. "The government will have to clear this one up! The way the authorization was granted ... there's definitely something fishy about the company's (aborted) petition to the Supreme Court of Justice (CSJ)."

According to Alvarez the Brisas del Cuyuni company approached the CSJ on November 4 (1997) requesting a clarification on a cautionary measure prohibiting new concessions in Imataca Rainforest Reserve -- urging that an exception be made in their case. On December 2, just one day before the MEM issued a resolution (No.452) in their favor, the company withdrew its application from the CSJ.

According to MEM sources, the decision to grant the company a concession doesn't contradict their (MEM) regulations because, it claims, the mining area is "protected under Decree 1046" ... but Alvarez asks why the company withdrew its case from CSJ at the last moment ... "why the sudden hurry after a three year wait?"

Gold Reserve Corporation directors, Douglas Belanger and Rockne J. Timm, have refused to discuss their subsiduary's legal difficulties in Venezuela.

Congressman Bernardo Alvarez says "I've no problem with the company itself, but this particular case clearly shows there's a parallel legality at work ... there is more than just one norm governing the Imataca Rainforest Reserve ... and this hasn't been solved by the government by a long chalk."

You may email Patrick J.
