If you come across details of the legislation, please post them. Surely there's something to protect business owners from repeat offenders. If there's no recourse, a business owner won't even try to block a thief from leaving the premises, I would guess. As petty theft grows, those losses will have to be passed on in the form of higher prices. Otherwise, the business goes under, leaving its employees and vendors high and dry. At first blush, it seems to me that the cascading damages of this legislation are bound to be significant. Especially with the media hawking the inequality meme.
