I am not sure Billy's obfuscations are going to get him out of this one. Even though he does not think oral sex is sex (how convenient!), as an intelligent man and an attorney he would certainly be expected to know that oral sex is generally considered a sexual relationship in legal terms. I think what is happening here is that the American public is tired of the Artful Dodger, and wants the plain truth. Public opinion is very important in this country, and while I have not actually read the results of any polls in which the question "Is oral sex really sex" is asked of the public, I bet there will be one within a few days!!
