I vote for scenario #1.
Your sharp wit gave me quite a laugh. Sadly, though, it was a laughter of embarrasment, not pure joy. Clinton may yet get his wish to make a mark on history!

Let me offer a scenario: Bill starts the speach by stating that he is giving, "the state of the union" message, not the state of the personal and political battles ongoing in Washington D.C. As such he will speak specifically of the current state of affairs (no pun intended) in the United States.

He will say (correctly, I might add) that the economy is in the best condition in years. We have low interest rates. We have low inflation. We have a balanced budget. Etc. It will be a great speach.
