They're reacting with a mixture of puzzlement and alarm - and are using it an opportunity to poke fun at the United States. An analysis of the reporting shows that most of the European news media thinks the United States is in a state of hysteria. -0- One measure of that so-called hysteria is continued mention of the word ''impeachment.'' Illinois Republican Henry Hyde, who is the chairman of the House Judiciary Committee - where any impeachment proceedings against President Clinton would have to begin - is calling for everyone to take a deep breath. -0-hole thing.
