It was mostly done to stop price gouging. So merchants could not charge 50 bucks for a 5 dollar bottle of hand sanitizer. Under the "emergency", they can only raise prices 10% over what they would normally charge.

What does it mean? That tool we have as a governor gets to run around waving his arms trying to look presidential for his next conquest while hoping nobody asks him how it is fair to ban US citizens from returning to SF on a cruise ship without first being tested for disease and perhaps quarantine while he has the whole state and SF sanctuary cities where anyone who sneaks in gets free medical care, education, driver's license and the ability to vote how tax dollars are spent in local (SF) elections.

For me, it meant Crowds at Costco Sat where I picked up an extra 2# of decaf coffee beans so my supply is about 2 weeks and I restocked my girlfriend and her mother's TP supply with two of the last 8 Kirkland packages left just after 9AM.

Also, I'm thinking about skipping yoga class today as I'm not sure they stopped requiring you to type in a password on a dirty keyboard that requires me to stick my finger in goo to get my finger print to register. I usually get a squirt of hand sanitizer immediately after doing this but I can't rely on them to have enough and if I bring a personal supply... there is the risk everyone will want to use it.

So... a bit of hoarding at all levels.

We did make a conscious decision to support two Chinese restaurants we like the last two Sundays just to help them through this... She was not too happy at first and wanted Japanese, Korean or American food instead... She's Asian and they seem to be the most cautious about germs even before this started - she cancelled her annual Spring trip to Taiwan so it has really affected her more than me.
