The closer you are to the rural areas, the more likely you are to find local dogs for adoption. Hamilton does pretty well in that department. BUT, your choices are limited to dogs that require a lot of space and activity. So shepherds, hounds, etc easy. Apartment friendly dogs or even those with average exercise needs are harder (not impossible) to come by. When you look on Kijiji and Petfinder, you will find a lot of "local" dogs for adoption, but many of them were imported by a local shelter. Petfinder even asks you if you are ok with local dogs that you cannot see because they are actually not local. When you search any-any, that number includes dogs out of your area that could be imported. And there is no way to tell if your local shelter imported them. When I contact large shelters, e.g. Toronto Humane Society, they tell me a schedule for new dogs that will be coming in or say something like "Come check on Wednesdays," (I think) they will tell you, "That is when our new stock arrives." Anyway, it doesn't matter to me which country a dog is coming from. If someone wants to spend their time and money saving dogs somewhere in the world, then good for them, they are decent good people and I applaud them. One last thing - many rescue dogs are "problem" dogs. They were often neglected, abused, are untrained with behavior problems, etc. The shelters do a good job of working with their dogs to remedy those problems. Anecdotally, I've noted import dog rescue orgs do a better job working on the problems than others. This is possibly because of the volunteer/activist nature of their staff. These are people who really love the dogs and are doing it from the heart for free. So they pass that love on to the dogs.
