It happened when an barrage of questions were levied by reporters fearful that lack of tests was the end of the world. He said to quit worrying, people with symptoms would be treated as tho they had the virus. Now that I think about it, it may have been because of what happened at the New Rochelle hospital. All the expertise at a biotech facility in Washington or elsewhere, doesn't make up for lack of common sense at the frontlines. Read about the cluster breakout at the Biogen conference. Why wasn't that thing cancelled in the first place? They were medical professionals!!! A Chinese woman had attended and when she knew she had the virus, grabbed a flight back to her home in China. She's now been arrested and faces prison time there.
