AFAIK, he's reporting the numbers we have. He just doesn't want to increase them with testing or with sick passengers. He "likes low numbers". He may end up with the highest. "the Democrats want to see those numbers rise" The Dems would like the number of new cases to go to zero.That's not gonna be any time soon.
