I like that idea, however it has to be remembered that any medical facility has to be staffed and that's not always easy...

The USNS Comfort and Mercy have been used for those purposes. As for Carnival and the ships from other cruise lines.

1 - The biggest problem, is there enough available doctors, nurses, and other medical staff to make them useful?

2 - Is there enough construction/infrastructure/support staff to convert them in to make-shift hospital ships, and provide logistical support for the effort?

3 - The law invoked doesn't supersede the constitution. Take them for use as hospitals and you still have to provide compensation.

It might make sense to mobilize a few of them. I doubt it makes sense to try to grab all or most of them.
