The USNS Comfort and Mercy have been used for those purposes. As for Carnival and the ships from other cruise lines. 1 - The biggest problem, is there enough available doctors, nurses, and other medical staff to make them useful? 2 - Is there enough construction/infrastructure/support staff to convert them in to make-shift hospital ships, and provide logistical support for the effort? 3 - The law invoked doesn't supersede the constitution. Take them for use as hospitals and you still have to provide compensation. It might make sense to mobilize a few of them. I doubt it makes sense to try to grab all or most of them.
