1 - The biggest problem, is there enough available doctors, nurses, and other medical staff to make them useful?
Same problem as when hospital beds are full.

2 - Is there enough construction/infrastructure/support staff to convert them in to make-shift hospital ships, and provide logistical support for the effort?
Doesn't have to be exotic like Mercy and Comfort. Empty taxis/Uber/Lyft can ferry Docs & Nurses

3 - The law invoked doesn't supersede the constitution. Take them for use as hospitals and you still have to provide compensation.
Not suggesting he take them over. Suggesting he talks to the owners about whether
they want to do future business in the USA and save some money at the same time.
He could remind them that it is not too late to put a stop on the checks to bail out the
industry. Their choice. Sometimes you can fit a bed between a rock and a hard place.
