E! might disagree but your scenario would be my sense. May go over 23 1/2 though.

more irrelevantly, looks like clinton's going the way of nixon. hard to believe but my sense is that if they do not settle somehow, he's out. saw an article just out that they know the person who saw clinton and monica boinking around. amazing stuff.
