In actuality the people who wield considerable power and THINK they are in charge are those bureaucrats who are appointed to office and the level below (hired). There is no expiration date for these folks. Call it what you want, The Swamp, Deep State etc but these people do things every day that affects our lives and not for the better. And their numbers are enormous - beyond counting from federal to local. Many of them are impossible to fire and we do not vote on them.
