The Dept of State has been force fed candidates from leftist professors sending students to places like Johns Hopkins or similar schools (like Stanford) for graduate degrees in International Politics or International Policy for a couple of generations now. I know because it was suggested to me when I was in school (as a liberal) and I seriously considered it.

Trump is a nationalist. He believes in taking care of America first and then worrying about everyone else in the world. This flies in the face of everything the current generation of state dept employees were taught in school for the last 40 years.

You would probably have to find someone in their 70s at the State dept who could even comprehend the true meaning of the word "patriotism" and they likely retired quite a long time ago.

How do you know that they didn't?

I am in Canada now. We got confirmation that as early as January 21st the military medical intelligence unit alerted the government of the threat the coronavirus posed. And yet Trudeau did nothing.

I am pretty sure that the US intel is at least as good as the Canadian one. How do you know that the military intelligence or the NSA or any of the many 3 letter agencies did not alert him?

There is a fundamental unspoken rule, that operates. Among others.

When one is motivated purely by a search for personal aggrandizement, one will fail with probability 1. This is the curse of poor intention.

It does not matter in what terms this search is couched. There is no disguise that can hide intent from that which can always see it.

Given that, there is never a need to argue and explain, or quarrel to win. We are all taught this lesson. Uniformly.
