I was only slightly facetious. The questions are valid. The proposed conspiracy either involves the US agencies or it doesn't. If it does, what would their motives be? If it doesn't, how did they hide it from NSA and CIA?

And then there is the issue of why they would need a pandemic to do it when they can just do it by convention.

If you cannot come up with a reasonable explanation to these questions, then you don't have a case.
