I thought I spelled it out.
Basiclly for each election let anyone who files run in the primary.
If nobody gets a majority then the top two vote getters run in another election.

There might have to be a step if, for example, there are 500 people filing for an office then there may need to be a preliminary contest to winnow the number down to a manageable number (such as 20). Iterate if necessary but wind up with an election between the two contestants that showed the most support in previous contests.
