I actually like a slightly different "Wag the Dog" scenerio. In this one Monica is actually the distraction, set up by the White House to appear as though something very nasty was going on. As the Republican trip over themselves in the rush to put Monica in the limelight, we all forget about that other little court case the President is in. Eventually, the White House will provide conclusive evidence that nothing went on between Monica and the President - and the White House will be able to claim that the press does nothing but persecute the President inventing stories whenever they can.
