Apparently they are finding cleaning help. But keeping them after what they have to deal with is another story. Your comment "Sh*thole room" is apparently just part of what these folks are greeted with when they open the door.

I can't imagine being a business owner in SF and having an army of bureaucrats telling me who I have to take, what I have to do, etc. It is amazing to me these people get elected.

It is my understanding from my local council member that the small print says the State will be buying some of these hotels to continue the program. When it was started they had no end game. Typical of government especially here in CA. A simple brief shows a cost of 2 BILLION DOLLARS !
