Another factor for Uber getting out of California, I'm sure, is the huge liability. My last firm is Uber's defense counsel in California and much of the rest of the country. California personal injury verdicts are so outrageous, and the sums to defend and settle them are so proportionately outrageous, that I'm sure they aren't crying too much about suspending operations in the state.
