I followed these links and the impression that I got is that their implementation would allow for 2 frequency bands. One for voice and one for wideband data. I don't really understand this as it would require dual band dual mode terminals. This would increase the complexity greatly and just makes life harder for the operators. The good thing with this is that it would allow for migration to the new standard on a stepped self regulated pace. You would just be adding new equipment to the old towers.

I think that in many ways that makes no sense. I would love to look at a summary of the entire agreement.
