This outsider certainly didn't know - very interesting. The wise man built his house upon the rock ... I recall that in S Cal some people insisted on building close to waterways that usually have a trickle of water, either not knowing that the trickle can turn into a mighty torrent, or knowing but gambling on having sold the development before a big rain. It's up to the city to prevent this, but some unknown reason it sometimes gets to happen anyway ...
