The meter goes one way during the day, and in the opposite direction when the sun goes down, and during rains.

That's not dealing with the objection "the costs need to be borne by someone", It just means your making someone else pay for it. Essentially robbing them (and thus probably their rate payers) through political power.

The grid isn't actually a battery, or anything that really functions at all like one. Electricity that has to be bought by the utility whether or not its needed can easily be entirely worthless to it both in financial terms and in terms of keeping up production. They can't even necessarily idle other production because not all forms of production can be spooled up rapidly. They shouldn't be required to pay you anything for it unless they willingly contract to do so.

Also many people's meters wouldn't read zero but would use more electricity than they generate.
