It seems that Starr had filed to supercede the Jones Case. He wanted both Jones lawyers and Clinton lawyers to cease deposing "his" witnesses. I think it was interfering with his ability to bootstrap a case against the President, by putting pressure on the President as to what evidence he either did or didn't have.

My understanding is that the judge allowed the case to go forward and depositions to continue, but with some restrictions, though exactly what I am uncertain.

Jones lawyers have filed an appeal.

Starr seems to me to be a little too anxious to make any case he can against Clinrton. This isn't truth seeking, it's a personal agenda - hardly an independent investigation.
