Ya, that is the problem he is raising. Who exactly is the Fed going to lend that money to? There are only two places that the Fed can lend money to: (1) The US government and that requires stimulus spending, and (2) Member bank firms via T-bill auctions, and that requires well capitalized banks and somehow not having foreign holders asking for their money.

I am actually not very worried about the foreigners selling their T-bills back - not until China opens up their bond market anyway.
