Because of peak time demand economics and balancing costs of supply which are way too high.

The same reason that fire departments have mutual aid agreements.

Perhaps I oversimplify. I'm interested in any facts you can share.

PGE's plants were maxxed out. So were all the others in the region. Regional demand was also at record levels.

I imagine CA has shut down a lot of nuke and coal plants. I used to like to go swim in the outflow from the San Onofre plant, as the water was warm. Occasionally I'd see some strange fish though.
