herd culling:

remove the 'weak' (bottom 1-10%)
to strengthen the herd...
remove the health insurance risk population
to increase health insurance sector profits...
'disrupt' the crisis capitalism model
to provide 'opportunities' for disease capitalism.

What can a Biden administration possibly propose and implement
to bring this thing under control at this point ??

They can actually do a lot of planning in the next couple of months IF they win. They already know what other countries have been / are doing. What worked and what didn’t.
