Well, I found out why these past days I've had such a hassle getting into SI.
I wrote my ISP and they're painfully aware of the "work that was only supposed to take up the weekend" on one of the major backbones and they mentioned they've seen similar packet losses on some of the other major trunks they subscribe to.

Here's my problem from OKC to SI:
MaeWest Intelenet 198.32.136.130 40% 18% 89 / 92 / 96

That 40% is packet loss and I came up with the same thing a minute ago.

6 out of 10 pings for 40% packet loss, 256mS average delay.
