He's a murderer.
About that ... I personally wouldn't call him a murderer, or even an involuntary manslaughterer. (Or as Beta Boy Trudeau would call it, "peopleslaughterer.")

But I do blame him for refusing to shut down the state until it was too late.

That's what led to the hospitals, their staff, and their resources getting overwhelmed. That's what led to Cuomo making that fateful decision to confine the elderly to nursing homes, thereby turning all of them into superspreader sites.

By itself, I believe that decision was an honest mistake. But in the grand scheme of things, I don't consider Cuomo to be completely blameless in that fiasco.
