I'm not saying she was a victim. What I am saying is President Clinton, having the position of age, power and authority, not to mention marriage, should have recognized how such an arragement could be perceieved, and not let it happen.

It was his responsibilty not to participate in Fraternization with a 21 year old in the workplace. If he did, he acted in a discraceful manner.
