I think even after the pandemic settles down or is quashed by increased resistance to it (most likely by a vaccine, but over a longer period of time it can happen without that) you might possibly have a lower level of air travel. Plus even with the pre-pandemic level of air travel some airlines might have been overstaffed or otherwise have good reason to shrink. I don't think sending them $40bil in aid (including the previous batch) or maybe more, to maintain their current routes and employment is necessarily such a good idea.
