Giving selected needy people checks would have really pissed off Republicans, who assume they're all Democrats or the idiots that vote for them. The neediest people I see living under highway overpasses here, the lucky ones in tents, the less lucky sleeping rough. With no address or bank account, they got no checks. In many places they aren't even allowed a highway overpass for shelter. Some are trying to make that happen here, cuz it makes them feel bad to see them. texastribune.org
