There have been mining operations in the north where material was mined and stock piled then trucked out in winter. Aber in fact did that with their bulk samples. So I see no reason why a diamond mine couldnt do the same thing particularly if there was a processing plant near by to truck it to.
In fact depending on where things were and if they were close enough they could be linked by a year round gravel road.
A few years ago a company propossed setting up a port on the arctic coast and linking several mines and projects with a series of roads. It would include Lupin, the Lac du gras diamond mines and several other potential mines. Others have argued pushing the road north from Yellowknife.
Its all acedemic untill deposits get found but once found, where there is a will there is a way. Thats how Yellowknife got a road link up with the south in the first place.
So time will tell.
