My bro was a guest of some family friends in Africa. One late night he went out for a walk and encountered some local dudes, not particularly well dressed, who asked him where he is going. Language and cultural barriers meant that he didn't understand what those guys were saying. He switched to the other side of the road. They followed him for a bit and he got pissed off and tried to lose them. Eventually he succeeded.

In the morning when he retold the story, he found out that the landlord already knew of it. The guys he tried to lose were part of the neighborhood watch and were hired to walk the nights and keep an eye on things. They were worried about my bro and wanted to know where he is headed so they can warn him if it is not the right place for him to be. They followed him a bit to make sure he is ok, but eventually left him to be. In the morning they reported to the landlord that your guest wonders around at nights unaccompanied and you may want to talk to him to stay out of empty alleys.

That is how context makes all the difference. A westerner doesn't expect that couple of strangers in the middle of night maybe looking out for him.
