I believe that is a problem buying anything from someone you also compete with. We had the problem when I was at HP back in the 1990s in the part that is now Avago... as customers would want assurances that they'd get what was promised ahead of HP internal business. Our biggest problem was getting wafer starts and test chips on our internal fabs (wow....dating myself for when the Silicon Valley actually made chips!) when the computer group had much higher priority since their higher sales volume contributed the majority of the R&D dollars for the fabs. I believe that is a major reason Apple left Samsung for TSMC for making its chips too.
