Eighth amendment forbids "cruel and unusual punishment". It would probably be safe to say that the act of cutting ones hand off for stealing would fall under the protection of the eighth amendment. A punishment is only "cruel" if it exceeds the crime. That is why only murders justify executions in our society since it fits the crime.
