Most important to head and shoulders formation is watching the volume peaks and where on the formation it has highest.

So long as there is a business cycle, except during business transformation times, then a variation of CAPE10 can be used to get an estimate of where the relative valuations are. I personally prefer the price to sales metric rather than PE because it is less prone to accounting shenanigans.
