In other words, why the plot was so badly organized, so it's even hard to recognize it as a plot? First, Trump cannot organize or manage anything - this plot was an example of his mess. Second, Trump is a coward, so his tried not to call directly for a plot and he was afraid to be directly associated with this plot, so it may look like as spontaneous protest of a mob.
