It will take billions to upgrade it ..they have to shut down their systems a week out of each month for posting batch updates.

Excuse me??? The IT is old and cranky so you're just going to blow that chunk of the government up and, what, not process tax returns, or maybe not have taxes at all and abolish the IRS, or what?

Then you want to abolish Congress. Which means no federal laws. Do you want to keep all the laws Congress has already established or just some of them and just not have any new laws?

Texas and Florida are models of excellence in state government

I believe that each collects taxes and makes laws. So those governments can continue to exist? Or do you blow up their tax collection and legislative capabilities, too? Then are we governed locally, or not governed at all? No laws so no police, which wouldn't have budgets or authority anyway since there is no legislature to fund them. That'll be fun.

Odd that you pick Florida and Texas as models of excellence. The Florida state government is rife with corruption, particularly of the cronyism variety. As is the Texas state government. Personally, I don't see models of criminality as excellence, but you seem to.

It goes to character, I suppose. You just want to be in a position of dipping into the till.
