By clumsy legal processes do you mean laws? Those legislatures are supposed to represent us. We vote for them. I knew that you were into voter suppression and were anti-democracy but I thought you wanted your guy to authoritatively determine the laws, not get rid of them altogether.

Seriously, one aspect of running the federal government like a business would mean having a board of directors numbering in the hundreds. The best corporations would be done in by that challenge.

If you search for the term "human infrastructure" you will find that the term has been used for many years.

One example from 1994 is "Human and physical infrastructure : public investment and pricing policies in developing countries". ideas.repec.org

A more recent example from 2008 is "Don’t Forget the Human Infrastructure". brookings.edu
