the whole thing is ridiculous. ultimately the easiest thing to do will to raise the estate tax. and close various real tax loopholes. I dont think they have any chance of increasing capital gains tax but they might close the hedge fund loophole.

The government and the private sectors are completely aligned, we both want higher share prices.
How does diluting shares cause higher prices? In your plan a company would increase the total number of shares daily, while doing nothing to increase the value of the firm -> lower share prices.
