If you are referring to the Republicans stopping Democratic legislation, Couldn't Democrats could do the same thing and force the Republicans to pass stuff they want.

What am I missing here?

If the Democrats could get one chamber of the state legislature, that would give them the power they need to change things.

If you're still talking about the Texas House, I think you've misstated it. It gives them the power to stop things from happening. But not to make positive changes.
