Ref USA resident unable to buy Casper and Mina.

/edit ps: A VPN is handy for all sorts of reasons, like logging into the internet in another country, but when it comes to buying and selling you usually need to declare your nationality and supply proof. Fact is trust and honesty is important when money is passing from one place to another, so no point trying to cut corners on ID etc. Officialdom can be hard to deal with, but things do need to change.

I checked Coin List info.

Casper FAQs - CoinList

Why can’t U.S., Canadian, and Chinese residents participate in the CSPR sale?

The Casper community is committed to following all relevant regulatory guidelines and will thus not be able to offer CSPR tokens for purchase during the CSPR token sale to prospective participants in the U.S., Canada, China, and other CoinList unsupported jurisdictions.

Now Coin List can buy sell various coins in some states as they are licenced to do so.

but only if that crypto coin community has selected to do so.
