< they are often using mainframe software that is older than most IRS employees> They know about far more than 1099's, K1's, brokerage accounts, trading history, bank accounts, loans, etc. Incompetence does not connote impossibility - just the unwillingness to go after big supporters (of both parties). There are plenty of high end analysis tools we have already paid for - it is criminal that the IRS is not using them when individuals in multi-million street addresses owned by shell corporations in the Caymans are not taxed at all.
