That might be plausible to a small extent, but it doesn't explain an order of magnitude difference, in my opinion.

That type of argumentation is what some people use to say the number of COVID deaths claimed is overinflated. There's a case to be made for that too, although I'm sure you'll find many that will strongly disagree with that as well.
