I understand all that and I agree with that. I just don't understand what it has to do with the city council and zoning laws.

You made it sound like the council is a minion of big corporations and their sole purpose in maintaining the status quo is so that big business can poach talent. And I am saying that they are closely related to builders and RE establishment and large landowners and are doing this out of self interest not for some corporate connection. Now if in the process the big biz contributes to their campaign, hires their nephew, or whatever, then that doesn't hurt either. But pleasing big biz is not the main incentive.
